The European Central Bank stepped up its verbal intervention offensive to rein in the runaway euro, with the bank's chief economist reiterating concern about the recent strong gains in the single currency. But what was really needed to clip the euro's wings was a cut in eurozone interest rates, analysts and observers said. The ECB's chief economist Otmar Issing said the guardian of the euro was "not indifferent, but actually rather concerned" about the recent big swings in the single currency, which surged to a record high of just under 1.29 dollars earlier this week. The comments had their intended effect, promptly sending the euro down to 1.2509 dollars, its lowest level in three weeks. After remaining stoney-faced for so long to the economic risks of the euro's surge against the dollar, the ECB seems this week to have embarked on a campaign to put a brake on the soaring exchange rate. The bank's president, Jean-Claude Trichet, initiated the current round of verbal intervention at a meeting of central bankers in Basel, Switzerland when he said "we are concerned, we're not indifferent" about "excessive volatility and brutal moves" in exchange rates that were "not welcome and not appropriate". "At the moment, they're trying to bring down the euro with words," said BNP Paribas forex trader, Dennis Heidt. ECB의 오트마르 이싱 수석 이코노미스트는 "유로화의 보호자(ECB)는 이번주 초 유로화 가치가 사상 최고인 유로당 1.29달러까지 올랐다는 사실에 '무관심이 아니라 크게 걱정'하고 있다"고 말했다. 그의 발언은 당장 의도한 효과를 가져왔다. 유로화 가치는 즉각적으로 최근 3주간 최저인 유로당 1.2509달러까지 떨어졌다. 사실 ECB는 유로화 가치 상승이 가져올 경제적 위험에 대해 오랫동안 무관심한 태도를 보여 왔었다. 그러나 이번주부터는 급등하는 유로화 가치 상승에 브레이크를 걸려는 캠페인을 시작한 듯하다. 장 클로드 트리세 ECB 총재는 스위스 바젤에서 열린 중앙은행총재 회의에서 구두개입의 포문을 열었다. 그는 "환율이 지나치게 난폭하게 움직이고 급변동하는 것에 무관심이 아니라 오히려 걱정하고 있다"며 "환율 급등락은 환영할 일도 아니고 올바른 일도 아니다"고 강조했다. 이와 관련, BNP파리바의 외환중개인인 데니스 하이트는 "현재 ECB는 말로써 유로화 가치를 떨어뜨리려 하고 있다"고 풀이했다. ----------------------------------------------------------------- [ '구두개입'…정부 換市관여 신호탄 ] tips =verbal은 '말로 나타내는'을 의미하는 형용사다. 이 단어가 개입하다(intervene)의 명사형 intervention과 합쳐지면 '구두(口頭) 개입'으로 해석된다. 환율 급변동시 외환시장을 안정시키기 위해 정부가 대규모로 달러나 자국 통화를 매입ㆍ매도하는 것은 환율개입(foreign exchange intervention)이라고 한다. 그러나 그 전단계로 '조만간 시장에 개입할 수 있다'는 신호탄을 먼저 보내는데, 이것이 구두개입이다. 정부는 한번에 수십억달러에 달하는 거래를 하기 때문에 구두개입의 영향력은 엄청나다. 우리나라에서는 한국은행이나 재정경제부가 이런 역할을 맡고 있다. 만약 일본 중앙은행이 엔화 가치를 떨어뜨리기 위해 엔을 시장에 팔았다면 yen-selling intervention이라고 표현한다. 외환 투기세력의 인위적인 환율 조작은 exchange manipulation이라고 한다. 유영석 기자 yooys@hankyung.com
